Weekly Unlock Digest: Sep 21-27, 2026 | $XPL Unlocks 63% of Circulating Supply

🔑 Key Takeaways

  • Bitcoin dipped below $75K after the CLARITY Act stalled, then recovered above $80K by the weekend despite the Fed's first rate hike since 2023.
  • $XPL's September 25 cliff is the first time team and investor allocations enter circulation, and it begins a 24-month stream of monthly releases rather than ending one.
  • Circle minted the full 10B initial $ARC supply on September 14, two days before the mainnet opened, but the token is not tradable and no public distribution has been committed.
  • Balancer holders are expected to vote September 25–29 on cancelling the $BAL buyback in favor of a burn-to-redeem treasury distribution, while Cronos proposes routing product revenue into monthly $CRO burns.

Weekly Recap

The week opened under pressure. On September 15, the Senate's cloture motion on the CLARITY Act drew 49 votes in favor, well short of the 60 needed to advance the market structure bill. Bitcoin briefly traded below $75,000, its lowest level since August 21, and U.S. spot Bitcoin ETFs recorded more than $450M in net outflows that day.

On the following day, the Federal Reserve raised its benchmark rate by 25 bps to 3.75%–4.00% in a unanimous decision, its first hike since 2023. Sixteen of 18 officials projected at least one more increase this year. However, Bitcoin recovered to roughly $81,000 by Saturday, and the Fear and Greed Index rose to 71.

Emission Screener

Unlock Spotlight: $XPL

  • Unlock date: September 25, 2026
  • Unlock amount: $152.88M
  • Unlock as % of unlocked supply: 63.20%
  • Vested allocation: Private Investors, Founder/Team, and Community

September 25 marks one year since Plasma's mainnet beta, and with it the cliff on the team and investor allocations, each 25% of the 10B initial supply. One-third of both pools unlocks on that date. Until now, circulating supply has come only from the public sale and the ecosystem allocation, so this is the first time insider tokens become transferable. The Community portion reflects the ecosystem tranche that has been released monthly since launch.

Release Schedule: $XPL

Two points frame the supply impact. First, the release is large relative to float: a 63.20% increase in circulating supply in a single day, which is also the chart's figure against unlocked supply, because for XPL the two are the same 2.78 billion tokens. The release introduces selling pressure risk, particularly for early investors with a low cost basis. Second, the cliff starts a schedule rather than completing one. The remaining two-thirds of team and investor tokens vest monthly through September 25, 2028, alongside ongoing ecosystem emissions, which keeps new supply steady for the next two years.

Notable Tokenomics Updates

Arc ($ARC), Circle

Circle opened the public mainnet of Arc, its Layer 1 for stablecoin payments and tokenized markets, on September 16. Founding validators include BlackRock, Visa, Mastercard, and DTCC, and more than 100 applications were live at launch, with Aave, Morpho, and Uniswap among them.

  • Initial supply: 10 billion ARC tokens, with decaying inflation thereafter
  • Allocation (indicative, per the May whitepaper): 60% ecosystem, 25% Circle, 15% long-term reserve
  • Release schedule: not yet released

What stands out is how little of the design is live yet. Gas on Arc is paid in USDC, but the whitepaper converts protocol fees into $ARC at the protocol level and splits them between staker rewards and a burn. That mechanism belongs to the Proof of Stake design and is not live: the network runs on Proof of Authority until a planned exploration of Proof of Stake in 2027. Circle described the mint as a technical milestone and not a commitment to a public offering. For now this is a token that exists on-chain without a float, and the distribution terms for the 60% ecosystem allocation will determine its eventual supply dynamics.

Balancer ($BAL) - Wind-Down Proposal

Marcus Hardt, a Balancer treasury council member, published a proposal on September 14 for an orderly wind-down of the protocol. It would cancel the buyback approved under BIP-919 and instead distribute the treasury, estimated at no less than $9M, in kind and pro rata to holders who burn their $BAL. Pools that can be paused would move to withdrawals-only on October 30, the wind-down budget is capped at $400K including a $220K contingency reserve, and the first redemption round would open at the end of May 2027 once existing veBAL locks expire.

  • Status: live on the forum since September 14. The Snapshot vote is expected September 25–29 and has not been posted yet.

Cronos ($CRO) - Buyback-and-Burn Proposal

The "Revenue-Backed CRO" proposal, posted September 19, would direct 100% of revenue from two new products, Ult and Cronos Launch, into a buyback contract, still in development, that would buy $CRO on the open market. Burns would run monthly with every transaction hash published, and buybacks could run more often than the burns. Staking rewards would be funded from the Strategic Reserve, which was created by the 70B $CRO reissuance approved in the March 2025 governance vote. The design reduces supply through burns while drawing on reserve tokens to pay stakers, so the net effect depends on product revenue relative to reserve outflows.

  • Status: on-chain signalling vote as Proposal #37, closing October 3, carrying no executable messages.
